BACKGROUND:
Amestris
Havoc is from a small country named Amestris. It is roughly equivalent to an early 19th C. European country in our world. It's a relatively young country, but it has grown quickly due to its aggressive military and a series of bloody wars fought with neighbouring countries.

Military
As stated earlier, it's due to the aggressive military that Amestris has expanded so quickly. The military is in charge of the country, and the head of the military, the Fuhrer, is also the leader of Amestris. He and his generals make and enforce the rules. The military has a very real presence in most parts of the country, and has many members. It has five divisions: North, South, East, West, and Central. Central is where the power lies.

Alchemy
Alchemy is the ability to use the power inside the earth to transmute objects from one thing into another. This is considered a science rather than magic, as scientific laws apply to it, such as conservation. You can only make something from what is used- this is the law of equivalent exchange. Few people in Amestris can do alchemy. There are also serious moral laws which forbid Alchemists from transmuting humans.
Towards the end of the series it is learned that another country has a similar science known as Alkahestry. It uses power from deeper within the earth.

State Alchemists
One way for alchemists to be supported is to work for the military. They receive money from the state for research, and in return they must use their powers for the state when called upon. The state asks only for results.

Technology
Steam power is known to Amestrians as is the combustion engine, but for the most part Amestris is not a technologically advanced country. This is due to some citizens ability to do alchemy.
With all the recent wars, there are many citizens of Amestris who have lost limbs. Automail, or mechanical prosthetic limbs, has become a lucrative industry to help these people lead normal lives. Automail is technologically far beyond what our normal Earth is capable of.

Recent Wars
Due to the agressive nature of the military, there are many unhappy minorities living within Amestris who have at one time or another tried to regain their independence and been swiftly crushed by the military. Recently a province in Amestris called Ishval was the scene of an extremely bloody Civil War. State Alchemists were heavily used in this civil war to subdue the uprising (by killing all involved). The Ishvallan people were nearly all slaughtered, and those who survived are now a wandering people with little power.

Scar
One Ishvallan in particular has sworn revenge on the military and state alchemists. A man known as "Scar" (due to the the scar on his face) has been hunting down and killing state alchemists. He has been using a form of transmutation used by the Ishvallans to do so.

The Elric Brothers
Two children who are capable of alchemy. When their mother died, they tried to use Alchemy to bring her back. This did not work, and it cost the elder brother, Edward, his arm and his leg. The younger brother, Alphonse, lost his body. His soul is tied to a suit of giant armour. They are searching for a way to regain their bodies. Edward decided to join the Military as a State Alchemist in order to do this. At the start of the series, they believe their best bet is the philosopher's stone.

The Philosopher's Stone
The philosopher's stone is an object which can overcome the natural limitations of alchemy. It's a fabled and powerful item, and most alchemists do not know it exists, let alone that it can be created. State alchemists, however, have been making them at the request of the state in secret for many years. It requires human souls to make.

Homnunculi
Homnunculi are humanoid creatures created by philosopher's stones. They work for a being named "Father". They are named after the seven deadly sins and all are able to use alchemy without limitation. The leader of the country, the Fuhrer, is a homnunculus himself.

Father
It's unknown what exactly Father is. His goal is to use the souls of everyone in Amestris in order to give himself more power and become "God."

What a grand adventure this sounds like
As the Elric brothers look into the philosopher's stone, they discover the truth of how it is made (using humans) and also that the military of Amestris is up to something Not Good. They decide that stopping Father and the Amestrian military is necessary, and that perhaps doing that will help them find how to return to their bodies.

Havoc's involvement in all of this
Havoc is a soldier of the military, a Second Lieutenant. He works under Colonel Roy Mustang (a state alchemist). Roy Mustang has a dream to become leader of the country, and change the aggressive militaristic policies which have caused so much pain. Jean is loyal to Mustang and to this dream of a better country.

Through his ties to Mustang, Jean encounters first Scar, then the homnunculi. Mustang is drawn in to help the Elric Brothers when the homnunculi kill another soldier named Maes Hughes. While he knows about the homnunculi and the threat they pose to the country, it is enough for Jean that Mustang feels they are a threat- he trusts his superior enough to follow orders and do what needs to be done.

While hunting one of the homnunculi down, Havoc is seriously injured. He is stabbed him through the abdomen, causing him to become paralysed from the waist down. He wakes up in hospital with Mustang and quickly realises that he will no longer be able to support his superior. He immediately demands that Mustang stop thinking of him and leave him behind. Mustang refuses and states that he expects to Havoc to catch up to him at some point.

When Mustang's team in Central is broken up (Thanks Fuhrer) Havoc is able to pass along messages and help co-ordinate the forces against the corrupt military while he's in the Central Hospital. He then retires to the Eastern Countryside to work in his family's general goods store. The Elric brothers and Mustang continue to discover the truth about the philosopher's stone and real power behind the military until things come to a head on the Chosen Day, where Mustang plans to throw a military coup and overthrow the current Fuhrer and Elric plans to defeat the mysterious "Father".

When things seem bleak and the good guys are nearly out of ammo, Jean Havoc shows up to save the day with supplies and weapons from his family's general good store. The day is eventually won and Mustang becomes the new Fuhrer. Jean is shown to recover the use of his legs after this, going through physical training. It's presumable he'll rejoin the military once he is fit again, to continue supporting Mustang.

PERSONALITY:
Jean Havoc is a pretty laid back guy; almost never seen without a cigarette in his mouth. He’d rather not have issues with anyone so he tries not to make issues of his own. He's honest, loyal, and hard-working. He's worked his way up to Second Lieutenant, and has the military knowledge and experience to back it up. He's very trustworthy, and under his casual exterior, he takes his work and the trust people have in him very seriously.

He's is not an intellectual. He's a self-proclaimed country boy who favours practicality over just about everything else. His simplicity does not mean he's an idiot though. He's sharp and has a soldier's common sense which means he's able to be trusted with any task his superiors give him. He's more than a little sarcastic and is very down to earth compared to some of his companions. He thinks fast on his feet, and works hard either on his own or with a team.

Having served as a soldier for a large part of his life, Jean has become hard when it comes to certain issues. He’s learnt the ability to switch off his emotions when he needs to. He knows how the world works and that it’s a harsh place. Few people have seen the colder side of Jean, and he works hard to keep it that way. Regardless of how ugly or painful it is, he will do what needs to be done because that is the way the world works.

Jean needs to be useful. He doesn’t want to hinder people, and so is constantly checking himself to make sure that he isn’t. If he ever finds that he is, he’ll be the one to step back and sever all ties. As soon as he realises he is paralysed, he tries to push Mustang into leaving him behind. He knows his superior well enough to know that Mustang is too much of an idealist, and that he needs to be left Mustang is to succeed. For a while after his accident he gives up on himself, but when Mustang refuses to give up on him, he's challenged to push forward himself as well.

While he does not hold it himself, he really respects the naive idealism which Roy Mustang holds. He knows it takes someone determined and strong to hold such an apparently unrealistic view. Jean himself is much more realistic.

His bad luck is almost legendary. It’s mostly with women, though whenever Jean sets his heart on doing something, the odds are that it won’t come to pass. Life just sucks like that for the guy. Mustang has on more than one occasion stolen dates from him, and just the week that he finally got a girlfriend, he was transferred with his unit to Central. Also, the one long-term girlfriend he had turned out to be a homunculus (the one who stabbed him, no less).

POWER:
1) Always has a lighter on him.
As a chain smoker, this is important.

I'll give this strange world one thing. [Smoke suddenly fills the screen, obscuring his face.] They know how to make a decent smoke here. There rest, well. I guess I'll get used to it eventually.

The flying cars seem a bit much, though. Ground cars were enough back home. [He shrugs, and it seems to indicate but what can you do, right? Sometimes you just get kidnapped to other worlds.] Anyway, what does everyone do for fun here? Don't tell me it's all work and no play.

[He reaches up to end the feed, then stops.]

By the way- the name's Jean Havoc. I'm 27 years old, blood type B, I like watching movies and talking in cafes. Ladies, if you're single. Let's go on a date sometime. [This is a charming smile for you, ladies.]
